Background of the study
Public library sensitization programs in Shagamu are increasingly recognized as catalysts for improving adult literacy levels. These programs are designed to familiarize community members with library resources, encourage reading habits, and foster lifelong learning (Smith, 2023). Libraries serve as community hubs where adults can access educational materials, participate in literacy workshops, and engage in interactive learning sessions. Recent studies suggest that sensitization programs not only raise awareness about the availability of resources but also empower adults with the skills necessary for independent learning and critical thinking (Adams, 2024). In Shagamu, public libraries are actively involved in outreach initiatives aimed at overcoming literacy challenges by tailoring programs to meet the needs of diverse community groups. This effort is supported by the recognition that adult literacy is a fundamental component of socio-economic development and personal empowerment (Brown, 2025). While the programs have shown promise, challenges such as limited funding, cultural barriers, and a shortage of trained personnel persist. Therefore, this study appraises the overall impact of these sensitization programs on adult literacy, providing insights into their effectiveness and identifying areas for improvement to enhance community educational outcomes.

Statement of the problem
Despite the implementation of public library sensitization programs in Shagamu, adult literacy rates have not improved as significantly as anticipated. There remains a disconnect between program objectives and the actual utilization of library resources by the adult population (Smith, 2023). Key issues include inadequate promotional strategies, insufficient community engagement, and limited access to tailored literacy materials. Moreover, socio-cultural factors and economic constraints further hinder participation in these programs (Adams, 2024). Consequently, the anticipated improvements in literacy levels are not fully realized, necessitating a critical evaluation of the existing sensitization initiatives to identify the gaps and propose effective solutions (Brown, 2025).

Objectives of the study

 

To evaluate the impact of public library sensitization programs on adult literacy in Shagamu.

 

 

To identify barriers to effective program implementation and community engagement.

 

 

To recommend improvements to enhance the effectiveness of literacy sensitization initiatives.

 

Research questions

 

What is the current impact of sensitization programs on adult literacy in Shagamu?

 

 

What barriers hinder effective participation in these programs?

 

 

How can public library initiatives be improved to better support adult literacy?

 

Significance of the study
This study is significant as it critically examines the contribution of public library sensitization programs to adult literacy improvement. The findings will provide guidance for policymakers, community leaders, and library professionals to develop targeted strategies that bridge existing gaps, enhance community engagement, and ultimately improve literacy outcomes (Smith, 2023; Adams, 2024).

Scope and limitations of the study
The study is limited to public library sensitization programs in Shagamu Local Government Area and focuses on their impact on adult literacy. It does not extend to other community services or regions.
